City of Huntington Park, CA

office in Huntington Park have no education or relevant experience
backgrounds to meet as minimum requirements, which is the intent of
an elective Democracy.

It is up to the voters to decide whom they elect as city stewards to
represent them in deciding the many grave and complex city
administrative issues requiring a mature level of ethical character,
leadership, relevant experience and reasoning capacity to steer this
city in directions that benefit the general interest and not personal or
special interest.

residents, most of whom are unable to vote in local elections, are the

Public Funds Spent on Salaries of Huntington Park Elected and Appointed Officials -2004-2005
Notes:                                

1.  Each Council Member is allowed $6,000 in Public Funds for Travel in addition to the base
pay and Community Development Commission (CDC) pay. This amount is set by City Council
Members.  

2.  City Treasurer Rebecca Avila and City Clerk Elba Romo each are paid $150 per month.

3.  City Clerk Elba Romo receives from PUBLIC FUNDS a generous
$3,000 per year in added
bonus for travel expenses per resolution passed by the same council members that appointed
her. The same City Council members were not as generous with Public funds for the City
Treasurer.

4.  Elba Romo was
appointed City Clerk as following votes indicate -

5.  Rebecca Avila does not receive a travel allowance. She was elected by the voters in March

6.  Not included in the total yearly salary figures are Travel amounts which adds
$26,711 to
the total yearly city outlay of public funds.

7.  Council Members Richard Loya and Juan Noguez voted
"NO" for a recent pay hike of $350
per month for the Community Development Commission which is comprised of City Council
Members.

8.  Council Members Edward Escareño, Mario Gomez and Ofelia Hernandez voted to
approve a
monthly pay hike of $350 as described in City Council Resolution 2004-5, dated January 5,
2004. CDC is the Community Development Commission which is composed of all five Council
Members.

9.  Council Member Richard Loya voluntarily elects to NOT be paid the $350 pay hike.

10.  Mayor John Noguez voted against the $350 pay hike, but still takes full benefit of the
additional payment. One of his campaign statements was that he would reduce Council Pay
by half.

11. Some Council Members elect to use one lap top Computer valued at $1,950.00 each.

12.  Appointed City Clerk Elba Romo reportedlyelects to use one lap top Computer valued at
$1,950 each in addition to spending an
unprecedented $2,494 in travel from Public Funds.

13.  Some Council Members elect to use one Palm Pilot valued at $500.00 each.

14.  Some Council Members elect a combination of Health, Dental, Vision and Life Insurance
expenses which are paid in full by city funds.
