Council Member Ed Escareno is involved in a romantic relationship with Perla Huerta,
an elementary school teacher in Playas De Rosarito, Baja California, Mexico, according to that city's newspaper
Ecos de Rosarito (December 2003).

Council Member Escareno spends
$11,192 on travel, $5,192 more than budgeted. He spends another $3,080 on Cell
Phone use, $1,200 of which are calls to a single phone number in Playas de Rosarito, Mexico, during the months of
December '03 and January '04. He has not reimbursed any questionable charges to the City, according to public
records as May 2004.

El Alcalde de Huntington Park
Vestido de Santa Claus entregó regalos a niños
de dos escuelas

"El romance entre el Presidente
Municipal de Huntington Park,
Edward Escareño, y la profesora
Perla Huerta, quien da clases en las
escuelas Pedro Moreno y Plan de
Ayala
, contribuyó para que el Alcalde de la
ciudad hermana de Playas de Rosarito, vestido
de Santa Claus, entregara más de quinientos
juguetes a los alumnos de esos centros
educativos.

"La idea de regalar juguetes a los alumnos de las
escuelas Insurgente Pedro Moreno y Plan de
Ayala fue de la profesora
Perla Huerta, quien se
comunicó conmigo para pedirme que la apoyara
con regalos para los niños de esas escuelas; lo
cual me pareció una muy buena idea e
inmediatamente me contacté con los señores
Roberto Rodríguez y Francisco Leal que, sin
titubear, me dieron su patrocinio para comprar
regalos", explicó el Alcalde de Huntington Park.

La profesora
Perla Huerta y Edward Escareño
se conocieron en la primer visita que hizo ella
junto con los alumnos de la Banda de Guerra y
Escolta de la secundaria 32 "Abraham Lincoln" a
Huntington Park para participar en el desfile del
16 de septiembre. Después, tuvieron la
oportunidad de desfilar nuevamente en esa
ciudad por lo que su relación de amistad se fue
reforzando.

Posteriormente, viendo la necesidad de regalar
en esta época navideña juguetes a los niños más
necesitados, la profesora
Perla Huerta
-contando ya con la confianza de Edward
Escareño
- solicitó el apoyo del Alcalde de
Huntington Park para dar un presente a los
alumnos de los centros educativos mencionados;
petición a la que Escareño accedió con mucho
gusto.

Así, a las 9:30 de la mañana del 19 de diciembre,
el Alcalde de Huntington Park,
Edward Escareño,
junto con la profesora Perla Huerta,
Roberto
Rodríguez
, Francisco Leal, Laura Wong,
Secretaria del Comité de Ciudades Hermanas, y
el Presidente Municipal, Luis Enrique Díaz Félix,
llegaron a la escuela Insurgente Pedro Moreno,
que dirige el profesor Josafat Lima, para entregar
en nombre de Santa Claus ciento cincuenta
juguetes, pues en esta escuela no pudo asistir el
famoso personaje.

"Uno de los beneficios que nos ha traído a los
rosaritenses el Comité de Ciudades Hermanas de
Huntington Park es esta entrega de regalos.
El
Alcalde de Huntington ha visitado
constantemente la ciudad y ha estado
pendiente de lo que nosotros necesitamos para
apoyarnos
", dijo Díaz Félix en el discurso que
dirigió a los alumnos antes de hacer entrega de
los presentes.

En su turno
Edward Escañero, Presidente de
Huntington Park, agradeció a la profesora
Perla
Huerta
la idea que le dio de poder hacer feliz a
un niño trayéndole un regalo y a los señores
Roberto Rodríguez y Francisco Leal su
patrocinio, pues de lo contrario no hubiera podido
traer juguetes a los alumnos.

Y empezaron a repartir a los 150 niños más
destacados de primer, segundo y tercer grado de
las escuela Insurgente Pedro Moreno un juguete
para que se divirtiera esta Navidad y tuviera un
motivo para sonreír.

Todos los obsequios estuvieron envueltos en
papel para regalo "porque no hay mejor
satisfacción que ver la expresión de un niño
rompiendo el papel para ver qué fue lo que le
regalaron", comentó
Edward Escareño.

A la 1:30 de la tarde, los representantes de
Santa Claus se dieron cita en la escuela Plan de
Ayala para llevar también regalos a esos alumnos
y para sorpresa de los estudiantes, Santa Claus
llegó a la escuela sonando su campanita y
riéndose como de costumbre.

Los regalos que Santa Claus entregó en esa
escuela fueron más de 350 para los niños de
primero a sexto grado, quienes se mostraron
muy agradecidos por el detalle y en un solo grito
-al unísono- les dieron las "GRACIAS" a las
personas que les llevaron los presentes.

The Mayor of Huntington Park Dressed as
Santa Claus delivered gifts to children of two
schools

"The romance between  
Huntington Park Mayor
Edward
Escareño
and Perla Huerta, who is
a teacher in schools Pedro Moreno
and Plan de Ayala
, contributed so that the
Mayor of the sister city of Playas de Rosarito,
dressed as Santa Claus, delivered more than five
hundred toys to the students of those
educational centers.

"The idea to give toys to the students of the
Insurgente Pedro Moreno and Plan of Ayala
schools was by teacher
Perla Huerta, who
communicated with me to ask for my support of
gifts for the children of those schools; which to
me seemed a very good idea and immediately I
contacted  the gentlemen
Robert Rodriguez and
Francisco Leal, whom, without hesitation, gave
me their support to buy gifts", explained the
Mayor of Huntington Park.  

Teacher
Perla Huerta and Edward Escareño met
each other on her first visit that she made to
Huntington Park, together with the students of
the Banda de Guerra of the secondary school
number 32  "Abraham Lincoln", to participate in
the parade of September 16.  Later, they had
the opportunity to parade again in that city,
cause for which their friendly  relationship began
to be reinforced.

Subsequently, seeing the need to give toys in
this Christmas season to the most needy
children, teacher
Perla Huerta - counting already
on the confidence of
Edward Escareño-
requested the support of the Mayor of
Huntington Park to give a present to the
students of the educational centers mentioned;
petition to which Escareño agreed gladly.

Thus, at 9:30 in the morning on December 19,
the Mayor of Huntington Park,
Edward Escareño,
together with the teacher
Perla Huerta, Robert
Rodriguez
, Francisco Leal, Laura Wong,
Secretary of the Committee of Sister Cities, and
the Municipal President, Luis Enrique Díaz Félix,
arrived at the Insurgente Pedro Moreno School,
that is administered by professor Josafat Lima, to
deliver one hundred fifty toys in the name of
Santa Claus, since the famous personage himself
could not attend.

"One of the benefits that the Sister Cities
Committee of Huntington Park has brought to
Rosarito residents is this delivery of gifts.  
The
Mayor of Huntington has visited constantly the
city and has been pending of what we need to
support us"
, said Díaz Félix in a speech to the
student body before giving away the presents.

In his turn
Edward Escañero, President of
Huntington Park, thanked  teacher
Perla Huerta
for the idea she gave to be able to bring
happiness to a child by bringing him a gift and to
the gentlemen
Robert Rodriguez and Francisco
Leal
for their sponsorship, he would not have
been able to bring toys to the students.

And they began to distribute toys to the 150
most needy children of first, second and third
grades of the Insurgente Pedro Moreno School
so that they can have fun and have something to
smile about this Chirstmas.

All the gifts were wrapped "because there is not
better satisfaction than seeing the expression of
a child opening a wrapped gift to see what was
inside", commented
Edward Escareño.  

At 1:30 of the afternoon, the representatives of
Santa Claus also showed up at the Plan de Ayala
school to also bring gifts to those students,  and
to the surprise of the students, Santa Claus
arrived at the school sounding his little bell and
smiling as usual.

The gifts that Santa Claus delivered in that
school numbered more than 350 and were given
to children of first to sixth grades, who
expressed their gratitude for the gesture and in
a single shout -in unison- they gave the
"THANKS" to the persons that the bearing
presents for them."
